The Borchard Foundation Center on Law & Aging Requests Proposals for 2024 Academic Research Grants

Legal, health sciences, social sciences, and gerontology scholars and professionals are invited to submit research proposals to The Borchard Foundation Center on Law & Aging. The objective of the Academic Research Grants Program is to further research and scholarship about new or improved public policies, laws, and/or programs that will enhance the quality of life for older adults, including those who are poor or otherwise isolated by language, culture, disability, lack of education, or other barriers.

Up to four grants of a maximum of $20,000 each will be awarded. The Center expects grantees to meet the objectives of the grant program through individual or collaborative research projects that analyze and recommend changes in one or more important existing public policies, laws, and/or programs relating to older adults; or, anticipate the need for and recommend new public policies, laws, and/or programs necessitated by changes in the number and demographics of the country’s and the world’s elder populations, by advances in science and technology, by changes in the health care system, or by other developments. It is expected that the research product will be publishable in a first-rate academic journal.

The on-line application is available on the Center’s website as of September 15, 2023. Applications should be submitted no later than October 16, 2023. Selections will be made on or about December 15, 2023. Funded projects must begin no later than June 1, 2024 and be completed within 12 months.

Catheryn Koss was awarded tenure and received promotion to Associate Professor of Gerontology at Sacramento State University in June, 2023. Catheryn has been associated with the Borchard Center on Law & Aging for many years. She was a fellow in 2007-2008, and then served as the Fellows Coordinator and later as the Academic Research Coordinator. Catheryn has been a mentor to other fellows and participates on the review panel of our Academic Research Grant applications. Congratulations, Catheryn!

Professor Courtney Hughes and Professor Erin Vernon, 2021 recipients of a Borchard Academic Research Grant, published an article based on their research. The article, Experiences of caregivers and hospice leaders of palliative care with telehealth: a mixed methods study, appeared in the July 2022 issue of Annals of Palliative Medicine.

Will Breland, a 2020-2021 Borchard Fellow in Law & Aging, has published an article in the Georgetown Journal on Poverty Law & Policy. Acres of Distrust: Heirs Property, the Law's Role in Sowing Suspicion Among Americans and How Lawyers Can Help Curb Black Land Loss examines the tremendous loss of Black lands that occurred in the latter half of the twentieth century and into the current decade and argues that many such losses can be attributed to the prevalence of “heirs property,” or property defined by the existence of a tenancy-in-common form of ownership as a result of intestacy, and speculators, developers, and legal professionals’ exploitation of such landowners’ tenuous form of ownership through partition sales. The article argues that such exploitation has caused many, particularly in the African American community, to view legal professionals with distrust, particularly regarding property matters. To illustrate the connection between Black landownership and its past interactions with the legal system, the article outlines the social and legal history of Black landownership. While scholars debate the impact of mistrust in the legal system and its practitioners on estate planning, the article contends that past negative interactions with the legal system inhibit the utilization of estate planning services. As a result, this perpetuates a cycle of inheritance through intestacy on a massive scale. Finally, the article provides proposed solutions for legal professionals to consider when dealing with such legal issues.
